Cannot fetch from upstream right now

Attempting to clone from secure.phabricator.org over HTTPS appears to be broken right now

Reproduction Instructions

$ git clone https://secure.phabricator.com/source/phabricator.git/
Cloning into 'phabricator'...
fatal: unable to access 'https://secure.phabricator.com/source/phabricator.git/': Error while processing content unencoding: incorrect header check

Phabricator/Arcanist Version

The github mirror works, so it’s not super-fatal, but kind of annoying for trying to test out the sweet new 2020 Week 16 stuff.

This only appears to affect cloning via https://, not via ssh://, so I suspect it’s related to recent HTTP gzip changes.

I filed this upstream as https://secure.phabricator.com/T13517.

This should be fixed by https://secure.phabricator.com/D21167.

This change is now in master and stable, and deployed on secure.
