Did an update on an old phab install and css files are missing?

I did an git stash and git pull on the 3 repos on a really old phab install. Worked my way through a couple db updates, and am now left with a index.php that gets 404s on the css files. A quick search of my backups shows no css files either? These are the missing files when index.php loads:

Apache may be configured in a very outdated way. Double check that your Apache configuration matches the modern recommendations:

(Most of) these files do not actually exist on disk, and the expectation is that they will be routed with rewrite rules (exactly like other normal requests) and processed by the application.

So, i went ahead and just did a new install, imported everything, and now it’s fine, but on another install, I used the ./config set security.alternate-file-domain http://files.whatever.com and got the same breakage as before. Not sure if my cloudflare is set incorrectly or what. But it’s definitely a alternate file domain problem.
