Non-functional "Actions" menu on live Phame views

Observed Behavior:

When viewing Phame posts through the “Live” view, there is a non-functional “Actions” menu. This issue exists both for logged-in users and for logged-out users.

Expected Behavior:

The UI element should either be absent, or appear disabled, or actually work. Right now it is present and visually “enabled”, but upon click no response happens (and a JavaScript error is found in the browser console).

Phabricator Version:

The latest version used on secure.phabricator.com, as well as the version we currently run at phabricator.wikimedia.org.
