What is the best way to rewrite history without spamming prior reviewers?

I’m working on an initiative to bring together repos at my company into a single repo, and upon importing one repos history into the other, Phabricator picked up the refs and published them, emailing lots of people about outdated commits. I’d like to know the best way to handle this situation. I understand that I can disable Publishing, but when I re-enable it will it retroactively grab changes and start emailing people again? I also found “hints” https://secure.phabricator.com/book/phabricator/article/repository_hints/, which seems like another possibility.
